Rachael Novier is a member of the firm's trial section. She counsels domestic and foreign energy-industry clients involved in regulatory litigation and proceedings before the Federal Energy Regulatory Commission and the Public Utility Commission of Texas. She also focuses on related appellate litigation in federal and state courts, as well as compliance matters.
Prior to joining the firm, Ms. Novier was a senior homeland security analyst and spokesperson for Texas Governor Rick Perry, and also served as an analyst in the FBI Director's Office.
Representative Matters
Advises electric power marketer and importer involved in complex litigation before FERC, including ongoing proceedings regarding 2000-2001 California energy crisis.
Represents and advises electric power clients in rulemaking proceedings before FERC and the PUC.
Advises electric power clients with respect to market-based rate and open access transmission issues, DOE permit proceedings, and compliance with the requirements of the Federal Power Act and the Public Utility Holding Company Act.
