Matthew Haynie is a member of the firm’s Environmental Strategies Group. He counsels upstream energy developers, power generators, oil field services companies, firms involved in hydraulic fracturing, and manufacturers on a variety of environmental issues.
His work includes assisting with environmental enforcement defense and litigation, regulatory compliance matters, and environmental permitting. Mr. Haynie has additional experience in general litigation and white collar defense, having participated in contract disputes, tort claims, regulatory matters, and civil rights cases.
Mr. Haynie is also a Professorial Lecturer in the Scholarly Writing program at The George Washington University Law School. He previously served as a judicial law clerk to the Honorable Clayton Greene, Jr., of the Maryland Court of Appeals, the highest state court in Maryland. During law school, he served as a law clerk at the United States Department of State.
Representative Matters
Represented a power generation company in a Clean Air Act permitting suit against the U.S. Environmental Protection Agency in federal court and before the EPA administrative review board.
Represented an intervening organization in NEPA litigation defending the issuance of a Clean Water Act permit and Land & Water Conservation Fund Act conversion approval.
Counsel upstream energy developers in regard to various matters related to shale gas development and hydraulic fracturing, including compliance with federal and state regulations and responses to information requests from federal officials.
Assisted an energy company with compliance related to the Environmental Protection Agency’s Cross-State Air Pollution Rule.
Counseled a natural gas company on compliance with operating rules set by the Pipeline and Hazardous Materials Safety Administration (PHMSA).
Assist with environmental due diligence and disclosures for transactions involving upstream energy developers.
Counseled foreign financial institution during settlement discussions with the Import-Export Bank of the U.S. regarding alleged compliance issues.
