Mark Lewis is a member of Bracewell & Giuliani's energy practice. He concentrates on energy-related projects, transactions and controversies.  His clients include oil and gas producers and marketers; oil and gas pipeline developers, owners, operators and investors; gas distributors; and large industrial energy consumers.

Mr. Lewis handles U.S. and global oil and gas pipeline development projects with respect to project structuring, contracting and governmental approvals.  He represents regulated pipelines, pipeline ownership interests regarding pipeline management issues, clients in transactions involving the acquisition of pipeline companies and pipeline assets, and shippers contracting with pipelines.

In his practice, Mr. Lewis provides legal counsel in contract negotiations involving operating, transportation, and gas purchase and sale agreements, and advises clients regarding regulatory aspects of contract/tariff and rate matters before the Federal Energy Regulatory Commission (FERC) and various state regulatory agencies.

Advised an interstate gas pipeline with respect to rate, tariff and certificate-related matters as well as standards of conduct issues.

Advised an oil producer on a large acreage dedication and gathering/transportation arrangement.

Advised a mid-stream company on gathering and gas marketing contract and project development matters.

Advised a midstream company on the contract and tariff issues associated with the development of a greenfield crude oil and condensate pipeline.

Advised an independent oil company on pipeline-related issues and projects.

Advised a large chemical company on anchor shipper issues and contracting in relation to the development of a new NGL pipeline.

Advised an independent oil company on development of a carbon dioxide pipeline for use in enhanced oil recovery and carbon sequestration.

Advised a large midstream company on jurisdictional issues associated with the development and expansion of a major gas gathering system.

Advised a gas marketing company in respect of negotiation of gas sales and purchase agreements (including regasified LNG), pipeline transportation agreements and storage service agreements; acquisition of a contracts portfolio; asset management transaction; and representation of shipper interests in interstate pipeline FERC proceedings.

Advised a gas utility in respect of negotiation and advice on gas purchase and gas transportation agreements and regulatory advice.

Representation of a group of gas utilities in pipeline rate case and tariff matters before FERC.

Representation of a gas producer in an interstate pipeline gas quality proceeding at FERC.

Representation of a gas producer in contested proceedings before the Regulatory Commission of Alaska regarding a contract to sell gas to the local gas utility.

Representation of various parties in confidential FERC enforcement investigations, including gas marketers, a gas producer and power generator.

Representation of an oil and gas company in the negotiation and drafting of gas sales agreements in Trinidad.

Representation of developer of a natural gas pipeline, including negotiation of transportation contracts, drafting tariff and obtaining regulatory/environmental approvals, and compliance with such authorizations.

Representation of a potential acquirer with respect to U.S. regulatory, commercial, environmental, and other matters in transactions to acquire U.S. and cross-border oil and gas pipelines.

Representation of a state-owned energy company in natural gas pipeline projects and gas purchase agreement negotiations in Eastern Europe; advised as to commercial agreements, governmental issues and European Commission grant funding application matters.

Advised a consortium of international energy companies in the development of a crude oil pipeline from the Caspian Sea to the Mediterranean Sea, including lead drafting and negotiation of the following agreements: oil transportation, general terms and conditions, quality bank, operating, interconnection, and management services.

Advised an Italian energy company with respect to oil and gas concessions offshore Egypt.
