Kirk Morgan is a member of Bracewell & Giuliani's energy practice. He focuses on energy-related projects, transactions and controversies. Mr. Morgan's clients include oil and gas producers and marketers; petroleum refineries; oil and gas pipeline developers, owners, operators and investors; midstream natural gas and NGL service companies; and gas distributors.
He advises clients in contract negotiations involving operating, transportation, and gas purchase and sales agreements, and advises clients regarding regulatory aspects of contract, tariff, compliance, and enforcement matters before the Federal Energy Regulatory Commission and various state regulatory agencies. In addition to preparing and participating in pipeline rate cases on behalf of clients, Mr. Morgan also advises clients on obtaining certificates and authorizations for interstate pipelines and storage facilities. Mr. Morgan also advises clients on international oil and gas upstream and pipeline development projects with respect to project structuring, contracting, and governmental approvals.

Advised midstream natural gas and NGL service company on transactional and regulatory issues associated with various gathering lines, intrastate pipelines, Hinshaws, and interstate pipelines.
Advised midstream natural gas company with respect to transactional and regulatory issues associated with the conversion of a natural gas pipeline to an oil pipeline.
Advised private investment firm with respect to transactional and regulatory issues associated with the conversion of a natural gas pipeline to an oil pipeline.
Represented petroleum refinery in protest of oil pipeline's application seeking market-based rate authorization.
Advised ethylene, propylene and polyethylene producer in dispute with NGL pipeline company.
Represented marketing company in application at Department of Energy seeking authorization to export LNG.
Represents several companies in connection with internal regulatory compliance reviews.
Represents producers, local distribution companies, and natural gas marketers in interstate pipeline certificate, rate and rulemaking proceedings before the FERC.
Prepare manuals and provide regulatory compliance training for producers, local distribution companies, and natural gas marketers.
Represents natural gas marketers and local distribution companies in the negotiation of precedent agreements and contracts for natural gas transportation and storage service.
Advises gas pipeline developers, owners, operators and investors on gas pipeline and gathering projects and associated regulatory issues.
Represented producer in confidential FERC enforcement investigation.
Represented public utility in confidential FERC enforcement investigation.
