Chuck Shoneman is a senior partner in Bracewell & Giuliani's energy regulatory group. He counsels major energy industry participants in federal and state energy regulatory matters and represents them before the Federal Energy Regulatory Commission (FERC), Department of Energy (DOE), various state public utility commissions, and in the appellate courts. His practice involves project authorization, ratemaking and tariff, compliance, regulatory litigation and enforcement matters.

Mr. Shoneman advises clients with respect to the energy regulatory aspects of: commercial contracting; structured transactions; mergers, acquisitions and sales of assets; financings; natural gas and liquefied natural gas (LNG) projects; and gas imports and exports. Mr. Shoneman also represents clients in connection with the regulatory aspects of complex civil litigation.

Mr. Shoneman's clients include domestic and international oil and gas producers, gas gatherers and processors, gas pipelines, local gas distributors, LNG project developers and importers, industrial and commercial energy users, electric utilities and generators, underground gas storage operators, importers and exporters of gas, gas and power marketers and traders, governmental entities, and commercial banks, investment banks and other lenders to the energy industry.

Represented Shell Energy in FERC precedent-setting case regarding open season.

Represented Shell LNG in connection with the acquisition of capacity in the Cove Point and Elba Island LNG terminals and on Elba Express Pipeline, and in related FERC proceedings.

Represented ConocoPhillips in cases concerning Alaska gas pipeline matters at FERC.

Represented National Energy & Trade in FERC abandonment proceeding associated with the proposed sale of Transcontinental Gas Pipe Line's McMullen Lateral to Copano.

Represented large international petroleum terminal operator in connection with the acquisition of two LNG terminal projects in the U.S. and Canada.

Represented Peoples Gas System, a division of Tampa Electric Company in Southern Natural's and Florida Gas' major rate cases at FERC.

Represented numerous North American energy marketers in connection with structured gas transactions.

Represented Sithe Independence in renegotiation of gas transportation contracts and related FERC regulatory proceedings.

Represented a group of large natural gas marketers in connection with changes to FERC's capacity release rules to facilitate asset management arrangements.

Represented various natural gas trading firms in connection with waivers of FERC's capacity release rules to facilitate dispositions of gas trading books and assets.

Prepared FERC regulatory compliance manuals and provided compliance training for numerous gas clients.

Assisted large gas marketer with the preparation of a regulatory compliance audit program and conducted audit.

Represented various natural gas trading firms in connection with internal regulatory compliance reviews and self-reports to FERC.

Represented individual trader in connection with FERC market manipulation investigation.

Represented various major North American energy marketers in FERC and CFTC market manipulation investigations.

Represented a group of gas market participants in FERC proceeding concerning capacity transfers on intrastate pipelines. 

Represented Shell LNG in Southern LNG's gas quality and interchangeability proceeding at FERC.
