Barron focuses on public finance, urban infrastructure and transportation development, state legislative matters, and public/private partnerships. He has experience with municipal finance and public law matters, including traditional municipal finance, tax increment financing, urban infrastructure and redevelopment, and structuring public/private joint ventures.

Barron serves as bond counsel for cities, counties, state agencies, and special districts, including local government corporations. In addition to bond counsel engagements, he serves as underwriters counsel to national and regional investment banking firms in bond and interest rate swap transactions. He also serves as general counsel to conduit bond issuers, tax increment reinvestment zones, local government corporations, municipal management districts, and certain not-for-profit corporations.

Serving as bond counsel to state agencies; the cities of Houston, Galveston, San Antonio, and other cities and school districts in other regions of the state, including entities in Hidalgo and Cameron Counties.

Serving as bond counsel to the Hidalgo Regional Mobility Authority.

Representing regional and national underwriters relating to general obligation, revenue, project finance, transportation, and other transactions.

Representing tax increment reinvestment zones responsible for stimulating over a billion dollars of new investment in the City of Houston and City of Galveston.

Representing and advising developers on urban development and various tax incentives and/or grants.

Representing not-for-profit corporations on various affordable housing initiatives.
