Bracewell Advises Cintra And Meridiam On Comprehensive Development Agreement for Texas' North Tarrant Express

HOUSTON — Bracewell & Giuliani LLP advised Cintra Concesiones de Infraestructuras de Transporte, S.A. and Meridiam Infrastructure on the comprehensive development agreement (CDA) for the $2 billion North Tarrant Express project, which was signed with the Texas Department of Transportation on June 23, 2009.
The agreement creates a public-private partnership that allows North Tarrant Express Mobility Partners (NTEMP), established by Cintra, Meridiam and the Dallas Police and Fire Pension System, to plan, finance, design, construct, operate, and maintain 13 miles of Northeast Loop Interstate 820 and SH 121/183 (Airport Freeway) from Interstate 35W to the SH 121 split in Tarrant County.
