Greg Williams counsels U.S. and Canadian clients in both the electric and natural gas industries on matters such as merchant transmission development, regional transmission organization (RTO) development, rate regulation, industry restructuring, energy marketing and natural gas pipeline development. Mr. Williams also represents industry-leading Canadian wind energy developers in connection with U.S. transmission issues and markets for wind power.
Mr. Williams has been involved in several precedent-setting energy industry transactions. He advised the first Federal Energy Regulatory Commission (FERC), approved merchant transmission facility sponsor (Cross Sound Cable); advised a gas marketer in the only full natural gas retail unbundling in the U.S.; counseled several utilities in the creation of RTOs, including the only for-profit RTO excepted by FERC, and a separate for-profit regional system administrator. He also negotiated a groundbreaking lease on behalf of a municipality for hosting a $1 billion MCF/day liquefied natrual gas (LNG) facility proposed by Conco Phillips/TCPL; and counseled a co-applicant in a cutting-edge $1 billion-plus pumped-storage transmission project in Southern California.
Prior to entering the private practice of law, Mr. Williams practiced at FERC for 10 years, serving first as a trial attorney and later as an appellate attorney.
Representative Matters
Advised the first FERC-approved merchant transmission facility sponsor.
Advised a gas marketer (sub of a Fortune 500 company) in the only full natural gas retail unbundling in the U.S.
Counseled multiple utilities in the creation of RTOs (the only for-profit RTO accepted by FERC, and a separate for-profit regional system administrator).
Negotiated on behalf of a municipality a ground breaking lease for hosting a $1 billion LNG facility (1 Bcf/day) proposed by Conco Phillips/TCPL.
Counsels a co-applicant in a cutting edge $1 billion pumped-storage/transmission project in Southern California.
