Kristin McKeown is an associate in the Energy Regulatory Group counseling and representing energy clients in regulatory proceedings and disputes before the Federal Energy Regulatory Commission, state public utilities commissions and federal courts. She advises various natural gas and electric power clients regarding federal compliance obligations and supports electric and natural gas industry participants with regulatory matters and compliance and transactional issues.

Ms. McKeown is a former attorney-adviser in the Office of Enforcement's Division of Investigation at the Federal Energy Regulatory Commission. She was involved in the drafting and implementation of several major electric reliability orders including those establishing the ERO, the mandatory reliability standards and the ERO and Regional Entity compliance enforcement programs. She investigated electric and gas companies for violations and handled a variety of operational, transmission, and market issues.

Representative Matters

Conducted investigations of alleged violations of federal statutes and federal regulations governing the electric and gas utility industry as an attorney-adviser in the Division of Investigation in FERC's Office of Enforcement from 2006-2008.

Participated in the drafting and implementation of the Commission's major reliability orders, including orders certifying the ERO, approving the mandatory reliability standards and establishing the ERO and Regional Entity Compliance Monitoring and Enforcement Programs, as the Division of Investigation's Reliability Committee Compliance Lead.

Handled and gained exposure to a variety of issues and compliance matters through the FERC Enforcement Hotline including market behavioral rules, standards of conduct, ISO/RTOs, hydropower regulations, oil tariffs, and OATT compliance.
