Doug Hibbard represents public school districts, public and private colleges and universities, and other public entities. Mr. Hibbard is involved in all aspects of school and public law, including labor and employment issues, First Amendment free speech and religious freedom issues, special education, student discipline, Family Educational Rights and Privacy Act (FERPA) and Texas Public Information Act compliance, and general litigation.
