Tracy Davis counsels and represents electric energy clients in regulatory proceedings and disputes before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE) and federal appellate courts. She also concentrates on matters of international law and participation by foreign energy companies in the U.S. market.
Ms. Davis works on matters such as advising clients on rules and tariffs of organized markets, energy transactions both in and outside of restructured markets, the regulatory aspects of commercial transactions, imports and exports of electricity, and federal energy rulemaking proceedings. Ms. Davis has also represented clients in contested proceedings before FERC and the federal courts.
Representative Matters
Represents electric power marketer and importer before FERC in various proceedings, including ongoing refund proceedings regarding 2000-2001 energy crisis, the California market redesign proceeding, and FERC rulemaking proceedings related to FERC's market-based rate program and its revisions to the open access tariff.
Advises various electric power clients regarding federal compliance obligations, including mandatory reliability standards.
Advise transmission developers on federal and state regulatory requirements.
