Jeff Horner is the head of the firm's public law section. For 27 years, Mr. Horner has counseled school districts, colleges and private schools at all levels of education in real estate, contract and service agreements, construction law, condemnation, civil rights and constitutional law, employment, labor, commercial law, administrative and regulatory law, property and equipment financings, and personal injury and premises liability. He represents his clients in negotiations, disputes, administrative hearings and courtrooms.

Mr. Horner also has experience in the problems of conflicts and nepotism, condemnation and eminent domain, governmental liability, construction law, competitive bidding, and other public law issues that arise in transactions and operations of all types of governmental entities. He also has worked with private companies in their dealings with public entities.
