Ruben R. Barrera represents municipalities, governmental agencies, school systems and other public entities in their business transactions, contracts and day-to-day operations, as well as in litigation and administrative disputes before various county and district courts in Texas, the Public Utility Commission of Texas and the Texas Commission on Environmental Quality (previously known as the Texas Natural Resource Conservation Commission and the Water Commission). Clients include more than 20 cities, towns and villages in Texas, as well as school systems, regional water systems and public utility boards. Mr. Barrera has also represented provate entities in front of state and local governments and administrative agencies.
Mr. Barrera has an extensive background in municipal administrative, real estate, land-use regulation (zoning, platting, subdivision, annexation, extra-territorial jurisdiction and other development controls), condemnation (including inverse condemnation), utilities (water, sewer, electric and gas), construction, water, tort, municipal bond and finance and public contract law. Mr. Barrera has also acted as disclosure counsel on numerous municipal revenue and refunding bond issues.
