Andrew McLain is a member of the firm's energy regulatory group, where he focuses his practice on energy litigation and trading, projects development, and environmental matters. 

Mr. McLain provides legal counsel to electric and natural gas companies in proceedings before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), the Department of the Interior, and other federal and state regulatory bodies. Mr. McLain also counsels energy companies on financial and natural resource matters related to the siting and development of conventional and renewable energy projects.  

Mr. McLain also has experience in energy project development. He is currently engaged in securing a FERC license and other related federal permits necessary for a major LNG facility. In the past, he has also provided counsel to project developers of other non-fossil fuel projects such as offshore wind and pumped-storage hydroelectric facilities.

Before joining Bracewell, Mr. McLain was an attorney-adviser in the Office of General Counsel at FERC where he provided counsel on a wide array of energy market matters, including merger filings, transmission interconnections, RTO matters, and incentive rate filings. Before joining FERC, Mr. McLain was a Presidential Management Fellow and attorney-adviser in the Office of General Counsel at DOE. He was instrumental in the promulgation and development of several high-level initiatives under the Energy Policy Act of 2005, related to energy infrastructure development, including National Interest Electric Transmission Corridors and energy right-of-way corridors on federal lands. During law school, Mr. McLain worked for the Honorable Paul L. Friedman of the U.S. District Court for the District of Columbia Circuit. 

Representative Matters

Represents clients in complex energy litigation matters, FERC enforcement investigations, and contested tariff filings. 

Represents energy project developers in siting and licensing processes before FERC, DOI and other state and federal agencies.

Defends clients in complaint proceedings before the FERC.
