Bill Wolf counsels energy industry participants in federal and state energy regulatory matters before the Federal Energy Regulatory Commission, the Department of Energy and the North American Electric Reliability Corporation.  His practice includes representing clients in project development and authorization, FERC tariff and ratemaking proceedings, complex transactions, and regulatory compliance and enforcement matters. 

Prior to joining Bracewell, Mr. Wolf held the position of Associate Counsel for Pepco Holdings, Inc., a large energy delivery company in the Mid-Atlantic region, where he served as corporate counsel for electric and gas regulatory matters, on compliance issues surrounding operation in organized gas and electric power markets, and on complex commercial energy transactions.

Representaive Matters

Represented local distribution companies and gas marketers in interstate pipeline certificate, rate and rulemaking proceedings before the Federal Energy Regulatory Commission.

Represented major electric utility company in Request for Proposals and successful negotiation of power purchase agreements for over 400 MW of renewable wind power, including the purchase of wind power from the first domestic offshore wind project.

Represented development company in successful project development and certification of offshore market-based rate gas storage facilities

Represented natural gas marketers, and local distribution companies in negotiation of precedent agreements and contracts for natural gas transportation and storage service on new project facilities.

Represented both pipelines and shippers in gas rate cases before the Federal Energy Regulatory Commission.

Represented interstate gas pipeline companies in certificate and rate proceedings before the Federal Energy Regulatory Commission.

Represented electric utilities on compliance with the North American Electric Reliability Corporation and ReliabilityFirst Corporation standards and procedures.

Represented public utility in sale of substantial electric transmission and distribution assets.

Represented clients in compliance with FERC Standards of Conduct regulations.
