Bill Wolf counsels clients on federal and state energy regulatory matters before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), the North American Electric Reliability Corporation (NERC) and state public utility commissions. His practice includes representing clients in regulatory and compliance matters, internal investigations and energy-related transactions and financings.
Immediately prior to joining Bracewell, Mr. Wolf held the position of Associate Counsel for Pepco Holdings, Inc., a large energy delivery company in the Mid-Atlantic region, where he served as corporate counsel for electric and gas regulatory matters, on compliance issues surrounding operation in organized gas and electric power markets, and on complex commercial energy transactions.
Natural Gas Regulatory Matters
Represents clients in investigations and enforcement matters before the FERC, which includes directing independent internal reviews on regulatory compliance.
Represents natural gas companies in connection with internal regulatory compliance reviews and self-reports to FERC.
Represents clients in project development and FERC certification of offshore and salt-dome market-based rate gas storage facilities and pipelines.
Represents local distribution companies, interstate storage providers and gas marketers in interstate pipeline certificate, rate, tariff and rulemaking proceedings before the FERC.
Represented major interstate gas pipeline companies in numerous certificate, rate and tariff proceedings before the FERC.
Represented both pipelines and shippers in natural gas rate cases before the FERC.
Represented clients in assessing compliance with FERC Standards of Conduct regulations.
Electricity Regulatory Matters
Represents major electric utility in generation and transmission interconnection matters and transmission service issues before the FERC and involving regional transmission organizations.
Represents electric utilities on compliance with the NERC and various regional reliability organizations standards and procedures.
Represents domestic and international power marketers on compliance with FERC, DOE and NERC regulations.
Represented power marketer in connection with FERC market manipulation investigation.
Represented major electric utility company in the development of a Request for Proposal and the subsequent successful negotiation of power purchase agreements for over 400 MW of renewable wind power, including the purchase of wind power from the first planned domestic offshore wind power project.
Transactional Matters
Represents natural gas marketers, and local distribution companies in the negotiation of precedent agreements and contracts for natural gas transportation and storage service.
Represents major electric utilities in the negotiation of construction and operation and maintenance agreements.
Represents service provider in the negotiation of operation and maintenance and asset management agreements for electric power plants.
Represents purchasers and sellers in asset acquisition and divestiture transactions.
Represents various companies in the negotiation of agreements for the construction, operation and financing of natural gas pipelines and electric power plants.
Represented major public utility in sale of substantial electric transmission and distribution assets and the associated regulatory approvals.
