Andy Taylor's areas of focus include oil and gas, pipeline, gas utility, energy and other regulatory matters; and energy, oil & gas, construction, environmental and general business litigation. Mr. Taylor represents a wide variety of clients, including oil & gas producers, pipeline companies, gas processing companies, refiners, construction companies and other businesses, in state and federal court litigation and contested case proceedings before state regulatory agencies. He frequently consults with clients regarding contractual matters, pending and threatened litigation, and compliance with regulatory agency rules.
Before returning to the University of Texas in 1983 to earn his J.D., Mr. Taylor worked from 1977 to 1982 as an oil & gas production engineer for Exxon in California and Alaska, and as a construction engineer for Arco in Prudhoe Bay, Alaska. Mr. Taylor was directly involved in complex construction projects on Alaska's North Slope, including facilities for produced water injection, low pressure separation, gas pipelines and gas compression facilities.
After several years in private law practice, Mr. Taylor served as Assistant General Counsel – Oil and Gas for the Railroad Commission of Texas, from 1987 to 1990. Mr. Taylor joined Bracewell & Giuliani LLP's Austin office in 1990, and serves a variety of clients in state regulatory matters and civil litigation.
Representative Matters
Represented several defendants in multi-million dollar gas purchase and processing contract litigation in Texas Panhandle.
Represents and advises Panhandle area producers in connection with Railroad Commission regulatory issues.
Representing gas utility in pending dispute with Texas state agencies over gross receipts assessments and other taxes.
Represented gas processing companies in recent multi-million dollar gas contract litigation in east Texas and the Panhandle.
Represented airplane buyers and sellers in litigation involving alleged airplane defects.
Advising several power generation companies in significant regulatory and contractual matters.
Representing refining company in multi-state environmental litigation involving groundwater contamination.
