John J. Bartus Jr. focuses his practice on Federal Energy Regulatory Commission (FERC) regulatory cases. He advises power and electric industry clients on a wide variety of licensing, rate and transmission matters including merchant transmission projects, hydroelectric licensing and rate transmission organization (RTO) participation.
Well credentialed to counsel Bracewell & Guiliani LLP energy markets and regulation clients, Mr. Bartus served as a trial attorney at FERC for nearly 20 years, including one year as the legal adviser to FERC Commissioner Anthony J. Sousa and two years as a supervisory trial attorney. He was the lead staff counsel for a number of significant cases, including the American Electric Power Company merger case, in which FERC trial staff first recommended an RTO as a merger condition; the Primergy merger case, in which FERC trial staff first recommended an ISO as a merger condition; the American Electric Power Service Corporation rate case, in which FERC promulgated the "comparability" doctrine that underlies Order No. 888; and the landmark Walters Hydroelectric Project competitive hydroelectric relicensing case.
In 1993, he served as a special assistant U.S. attorney in the District of Columbia.
