Chuck Shoneman is co-head of Bracewell & Giuliani's energy regulatory group.
Mr. Shoneman counsels major energy industry participants in federal and state energy regulatory matters and represents them before the Federal Energy Regulatory Commission (FERC), Department of Energy (DOE), various state public utility commissions, and in the appellate courts. His practice involves project authorization, ratemaking and tariff, compliance, regulatory litigation and enforcement matters.
Mr. Shoneman advises clients with respect to the energy regulatory aspects of commercial contracting, mergers, acquisition and sale of assets, financings, natural gas and liquefied natural gas (LNG) projects, and gas imports and exports. Mr. Shoneman also represents clients in connection with regulatory aspects of complex civil litigation.
Mr. Shoneman's clients include U.S. and international oil and gas producers, gas gatherers and processors, oil and gas pipelines, local gas distributors, LNG project developers and importers, industrial and commercial energy users, electric utilities and power plants, underground gas storage operators, importers and exporters of gas and electricity, oil and gas trade associations, gas and power marketers and traders, governmental entities, and commercial banks, investment banks and other lenders to the energy industry.

Represented major North American gas marketer in FERC complaint case regarding open season.
Represented large international oil company in connection with the acquisition of capacity in the Cove Point and Elba Island LNG terminals and on Elba Express Pipeline, and in related FERC proceedings.
Represented large international petroleum terminal operator in connection with the acquisition of LNG terminal projects in the U.S. and Canada.
Represented large gas distributor in two major gas pipeline rate cases at FERC.
Represented several major North American energy marketers in connection with structured gas transactions.
Represented 1092 MW power plant owner in renegotiation of material gas transportation contracts and related FERC regulatory proceedings.
Represented a group of large natural gas marketers in connection with changes to FERC's capacity release rules.
Prepared FERC regulatory compliance manuals and provided compliance training for several major U.S. oil and gas producers and energy marketers.
Represented several companies in connection with internal regulatory compliance reviews and self-reports to FERC.
Represented trader in connection with FERC market manipulation investigation.
Represented major North American energy marketer in FERC market manipulation investigation.
