Chris Borreca will present "The IDEA, the Regs and the Discipline Revisions: Should You Be Satisfied?"

Program Description
Do the final IDEA regulations truly implement the congressional intent to restore common sense to the discipline process? Is the manifestation determinationreview a more “user-friendly” procedure? Is there still a need to “count” days of removal, and do the regulations make any real reform to that end? Are the changes beneficial to regular educators, special educators, both groups — or neither? This session analyzes the discipline changes from a practical standpoint and includes insight from the legislative history and the development of the regulations.

David Hodgins will present "From School Health Services to Cochlear Implants and Beyond: Related Services Under IDEA 2004 and the Final Regulations."

Program Description
What does the law now say about school health services, cochlear implants, transportation, parent training, and other developmental, corrective and/or supportive services "as may be required to assist a child with a disability to benefit from special education"? This session provides an overview of the relevant provisions of IDEA 2004, the final regulations, and ED interpretative comments, as well as a discussion of key legal decisions that apply to related services.
